Atlas F Site 556-4 was one of the Cold War's strangest Adirondack neighbors: a hardened intercontinental ballistic-missile silo hidden in the farm-and-forest country near Willsboro, New York, close enough to Lake Champlain and the Vermont line that the landscape feels more like a rural retreat than a launch point for a nuclear missile. For less than three years, this quiet Essex County site was part of the only operational U.S. ICBM squadron ever deployed east of the Mississippi River. Afterward, it became something very different: a privately owned, partly repurposed underground structure known in later years as a creative or artist-used former missile silo.
The site was officially Atlas F Site 556-4, also identified in environmental records as Atlas S-4. Its missile system was the SM-65F Atlas, later redesignated HGM-16F. It belonged to the 556th Strategic Missile Squadron, assigned at Plattsburgh Air Force Base, New York, under Strategic Air Command. The parent wing was the 380th Strategic Aerospace Wing. The site's nearest community was Willsboro in Essex County, New York.
The site itself included its own underground launch-control structure, connected to the missile silo by a tunnel. Site 556-4 is inactive and decommissioned. Its military service ended during the Atlas phaseout in 1965; the 556th Strategic Missile Squadron as a unit was discontinued on 1965-06-25. The current site is private property at 92 Creative Way, Willsboro, New York, and is not a public historic site.
A 2017 USACE site-closure report describes the former Atlas S-4 property at 92 Creative Way as having two large prefabricated corrugated-steel sheds, several smaller structures and sheds, an entrance to the underground Launch Control Center, and a large central entrance to the underground missile silo. The report also states that the site was surrounded by perimeter fencing with an access gate from Creative Way. The underground features were not visible from the surface: a two-story underground LCC approximately 40 feet in diameter, the missile silo approximately 50 feet in diameter and 185 feet deep, and an approximately 40-foot underground tunnel connecting the control center to the silo. Those dimensions are important because they show that the site was not simply a hole in the ground; it was a compact hardened launch plant, with its own control, access, power, fuel-handling, ventilation, and support spaces built around one missile.
The Atlas F design reflected the survivability thinking of the early 1960s. The site was dispersed away from the parent base so that a single attack on Plattsburgh AFB would not destroy the entire missile force. It was hardened against blast, buried below ground, and designed around a missile elevator system. The missile remained stored vertically in the silo, fueled with RP-1 kerosene while on alert. It was not kept continuously loaded with liquid oxygen. If a launch order came, liquid oxygen would be loaded, the silo doors would open, and the missile would be raised to the surface for launch. That process was faster and more protected than the earlier Atlas D/E horizontal arrangements, but it still had a major weakness: the missile had to emerge from the silo before launch and was exposed during the final sequence.
The 556th Strategic Missile Squadron made the Atlas F story geographically unusual. It was based at Plattsburgh AFB on Lake Champlain, far from the Great Plains and western missile fields that dominate public memory of U.S. ICBM history. The 556th's Atlas facilities were the only ICBM facilities east of the Mississippi River, and the Center for Land Use Interpretation similarly notes that the Plattsburgh ring of Atlas silos was the only operational ICBM field east of the Mississippi. Site 556-4 therefore represents not just an individual silo, but the northeastern edge of the United States' first-generation operational ICBM deployment.
The physical construction challenge was considerable. Atlas F launchers were deep, hardened, specialized structures. At Willsboro, the eventual underground arrangement included the 185-foot-deep silo, the underground launch-control center, and a connecting tunnel. This was not a surface pad or a simple storage bunker. It was a buried launch complex built into the Champlain Valley landscape, requiring heavy excavation, concrete, steel, blast doors, fuel and oxidizer infrastructure, power systems, ventilation, communications, security fencing, and access roads.
The site received its assigned missile during the buildup to operational readiness. Atlas missile 98F, General Dynamics serial number 62-12134 and Air Force tail number 134, was accepted on 1962-07-31 and delivered on 1962-08-04. The missile was assigned to the 556th Strategic Missile Squadron's Site 4 at Plattsburgh.
The Atlas F at Plattsburgh carried a General Electric Mark IV reentry vehicle with a W-38 nuclear warhead and an approximate range of about 6,000 miles. Public sources commonly describe the W-38 yield for Atlas E/F as approximately 3.8 megatons. That capability made even a single rural silo like 556-4 part of a continental-scale nuclear deterrent system. The site existed so that one missile, one launch crew, and one hardened underground complex could contribute to Strategic Air Command's alert force.
Operationally, the site was not like a later Minuteman launch facility. A Minuteman LF was normally unmanned and controlled from a remote LCC/MAF. Atlas F sites such as 556-4 had their own launch-control and support spaces at the launch complex. The site was manned and maintained around the clock while active, with launch crews, maintenance personnel, and security forces responsible for keeping the missile, launch equipment, communications, and facility systems ready. The missile was not kept continuously raised; it stayed inside the underground silo. During alert duty, being launch-ready meant that the missile and its ground systems were configured, inspected, fueled with storable RP-1, connected to support systems, and ready to begin the liquid-oxygen loading and launch sequence if properly authenticated orders were received.
The squadron came online during one of the most dangerous periods of the Cold War. The Cuban Missile Crisis occurred in October 1962, while the 556th field was still moving toward full formal operational status. During the crisis, all operational 556th sites were at a high level of alert and ready to launch if necessary. The SAC Missile Chronology further records that the first few Series F Atlas ICBMs at the 556th Strategic Missile Squadron, Plattsburgh AFB, were also put on alert at that time. For Site 556-4, the site's missile had already been delivered by August 1962.
The phrase "placed on alert" needs explanation for Atlas F. It did not mean the missile was continuously raised above ground, and it did not mean it sat continuously loaded with liquid oxygen. The missile would normally remain in the silo. Alert meant that the site, crew, missile, communications, ground equipment, and readiness procedures were prepared so that the launch sequence could be initiated if a valid order came. For Atlas F, the site still had to perform the liquid-oxygen loading and missile-elevator sequence before launch. That demanding procedure is one reason Atlas F was soon overtaken by Titan II and Minuteman systems, which could remain in more survivable and faster-reacting configurations.
Like other Atlas F sites, 556-4 required constant maintenance. Liquid-fueled ICBMs were complex machines, and Atlas used a thin stainless-steel, pressure-stabilized airframe that required careful handling. Site crews had to maintain power, environmental-control systems, missile support equipment, communications, security systems, fuel and oxidizer infrastructure, and launch-control equipment. The 2017 site-description record, written long after military service ended, still shows how much infrastructure the complex contained: the silo, underground control center, connecting tunnel, surface sheds, fencing, and access roads all remained significant physical features decades later.
No confirmed site-specific operational accident, fire, explosion, propellant mishap, security incident, or protest at Atlas F Site 556-4 was found in this public-source pass. That absence should not be read as proof that nothing unusual ever happened at the site; it means that no reliable publicly accessible source found here documented such an event. The incident search did identify important site-specific post-service environmental and reuse records, which are discussed below.
USAF unit-history material gives the 556th sequence: first ICBM off alert on 1965-03-12, last ICBM off alert on 1965-04-10, last ICBM shipped on 1965-04-13, and the 556th Strategic Missile Squadron discontinued on 1965-06-25. These dates show the difference between a site-level decommissioning date, missile off-alert status, missile shipment, and unit inactivation. They should not be collapsed into a single event.
The assigned missile, Atlas 98F, clearly left the operational Plattsburgh role and later entered the ABRES test program. Its 1969 Vandenberg launch confirms that at least this missile was not simply scrapped immediately after Willsboro's decommissioning. The site itself passed into post-military use, as did most of the Atlas F complexes. Unlike later Minuteman and Peacekeeper sites, the Atlas F phaseout predated the arms-control demolition procedures that later made silo destruction highly visible under treaties such as START. As a result, many former Atlas F sites remained structurally substantial after military deactivation and were sold, reused, flooded, sealed, or adapted by private owners.
Site 556-4's post-service environmental history appears in New York and USACE records under Atlas S-4 / FUDS Property # C02NY0209. The 2017 Site Closure Report focused on a suspected underground storage tank area and concluded that no UST remained. The modern SPDES permit shows that groundwater pump-out and monitoring obligations remain part of the site's current management.
The site is not open to the public. It remains a private former missile complex with surviving surface and underground features. The visible surface features described in the 2017 closure report include corrugated sheds, small structures, the LCC entrance, the central silo entrance, fencing, and the access gate from Creative Way. Underground, the silo, launch-control structure, and connecting tunnel remain central to the site's identity. The SPDES permit for pump-out groundwater indicates ongoing management of water at the former silo.
