The San Francisco Defense Area was built to protect one of the most important harbor, industrial, transportation, and military regions on the Pacific Coast. San Francisco Bay was not only a dense urban area; it was a naval, Army, shipyard, logistics, communications, fuel, port, aircraft, and regional-command landscape. The Bay Area included the Golden Gate approach, the Presidio, Fort Winfield Scott, Fort Baker, Fort Barry, Fort Cronkhite, East Bay industrial and port facilities, peninsula transportation corridors, and a ring of older coastal-defense reservations that the Army could adapt to missile defense.
The immediate threat behind the Nike system was Soviet long-range bomber attack. In the early 1950s, before intercontinental ballistic missiles became the dominant strategic problem, continental air defense was built around layered protection. Early-warning radars and interceptor aircraft were intended to find and engage incoming aircraft as far away as possible. Nike batteries were the final Army layer: radar-guided surface-to-air missile sites near the cities and installations that had to be defended if earlier layers failed.
By the late 1950s, a dozen Nike batteries ringed the Bay Area: SF-08, SF-09, SF-25, SF-31, SF-37, SF-51, SF-59, SF-87, SF-88, SF-89, SF-91, and SF-93. Temporary Ajax positions also existed at Benicia and Parks AFB during the transition period. Headquarters and related support functions were associated with the Presidio, Fort Winfield Scott, Fort Baker, and the wider Army air-defense command structure. The U.S. Army Corps of Engineers San Francisco District handled much of the land acquisition and installation work, often taking advantage of older coastal fortifications and federal military reservations.
Most San Francisco-area batteries began as Nike Ajax sites. Ajax was a liquid-fueled, command-guided missile with a conventional warhead. As the system matured, selected sites were upgraded to Nike Hercules. Hercules was larger, longer-ranged, solid-fueled, and capable of carrying either conventional or nuclear warheads. In the San Francisco Defense Area, the Hercules-converted sites were SF-31, SF-51, SF-87, SF-88, and SF-93. SF-87 and SF-93 closed in 1971; SF-31, SF-51, and SF-88 remained until the final 1974 deactivation of the local missile batteries.
Nike Ajax and Nike Hercules were command-guided systems. The missile did not search independently for a target. Ground radar detected and tracked the target, a separate radar tracked the missile after launch, and a ground computer calculated the intercept and transmitted steering commands. This made the IFC the tactical brain of the battery and the launch area the physical magazine and firing point.
The battery followed the standard split-site arrangement. The IFC controlled the engagement, using radar and fire-control equipment to detect and track targets and to guide missiles after launch. The launch area stored and fired the missiles.
SF-31 was one of the San Francisco Defense Area batteries selected for Nike Hercules conversion. That change mattered because Hercules gave the battery longer range, a solid-fuel missile, and nuclear-capable air-defense firepower. Cagle Appendix D OCR supports Hercules conversion for SF-31 with a construction window in 1958-1959 and a Hercules operational date of 1959-09-20. The site should therefore be coded as Ajax/Hercules, not Ajax-only.
The site's configuration is listed as Nike 2B/12H, 20A/8L-U, which translates to A converted Nike site with two Type B magazines, 12 Hercules missiles, 20 Ajax missiles, and 8 universal launchers. That configuration is useful because it preserves the magazine and launcher pattern, not merely the missile name. In the Nike system, the magazine and launcher type affected how many missiles could be stored, whether the site was Ajax-only or universal/Hercules-capable, and how the launch area was modified over time.
