Atlas F Site 551-5 is one of the Lincoln missile-field sites where the Cold War arrived almost invisibly: a paved farm road, a locked gate, a scar of concrete, and beneath the rural Otoe County landscape, the remains of a launch complex built for a missile that was never fired and later never reused as a space booster. Near Palmyra, Nebraska, this was not a dramatic battlefield. It was a guarded, manned, underground nuclear-alert station designed to make an enemy planner account for one more hardened Atlas F target in eastern Nebraska.

Atlas F Site 551-5 was one of the twelve SM-65F Atlas intercontinental ballistic missile launch complexes operated by the 551st Strategic Missile Squadron at Lincoln Air Force Base, Nebraska. The site is near Palmyra in Otoe County. It appears in sources as Atlas F Site 551-5, 551st Strategic Missile Squadron Site 5, Air Force Operational Site Number 5, Construction Site Number 12, and LINCOLN AFB AF FAC S-5 in FUDS / DERP records.

The parent base was Lincoln AFB. The operational missile unit was the 551st Strategic Missile Squadron, associated with the 98th Strategic Aerospace Wing during the final Atlas F period. Atlas F sites did not use a Minuteman-style remote Launch Control Center. Each Atlas F launch complex was a self-contained, manned facility with its own underground launch-control spaces connected to the missile silo.

The missile assigned to Site 551-5 was General Dynamics manufacturing number 26F, General Dynamics serial number 60-5549, and Air Force tail number 549. That specific missile was accepted on 1961-11-24 and delivered on 1961-11-28. Unlike several Atlas F missiles assigned to other Lincoln sites that later flew as space-launch vehicles, missile 26F was not launched after its ICBM service, it was later salvaged as scrap.

Site 551-5 is no longer an active missile installation.Squadron and command chronologies place the 551st Strategic Missile Squadron's final inactivation later in 1965 after the Atlas F phaseout. The former launch complex is now an abandoned former missile site on private rural property. It is not open to the public.

Location, Landscape, and Site Description

Site 551-5 lies south-southeast of Palmyra, Nebraska, in the agricultural landscape of Otoe County.

The site's rural setting was part of its military purpose. Atlas F sites around Lincoln were deliberately dispersed away from Lincoln AFB so that a single attack could not destroy an entire squadron. Site 551-5 was close enough to the base for missile crews, maintenance teams, security personnel, and support vehicles to reach it, but far enough away to become one of twelve separate strategic targets around the missile field.

The Lincoln Air Force Base Online Museum makes a useful site-specific observation about Palmyra: the road to the silo was paved because the missile was fragile and the transporter was heavy. The museum notes that, even where the paved access road has badly decayed, that pavement remains a telltale sign of an Atlas silo nearby. In the Palmyra photographs, the site appears as a fenced, abandoned, rural launch complex with a long paved access route, a gate, surviving concrete surface areas, and tree growth around the former launch area.

Satellite imagery shows the distinct Atlas F footprint: an access road leading into the launch property, rectangular surface features and disturbed ground, and the former silo/headworks area within a rural parcel. These images should be read as visual context, not as proof of structural condition. The silo and associated underground spaces may be flooded, stripped, collapsed, contaminated, or otherwise unsafe, as is common at abandoned first-generation missile sites.

Strategic and Cold War Context

Site 551-5 existed because the United States needed hardened, dispersed, intercontinental nuclear missiles before the solid-fueled Minuteman force could fully replace the first generation of liquid-fueled ICBMs. Atlas was the first operational American ICBM family. Atlas D and Atlas E proved that the United States could deploy intercontinental missiles, but their launch arrangements remained comparatively vulnerable. Atlas F was the final Atlas ICBM deployment model and placed each missile vertically in a hardened underground silo launcher.

The Lincoln Atlas F field represented Strategic Air Command's early-1960s answer to survivability. Instead of concentrating missiles on a main base, SAC dispersed twelve independent launch complexes in a ring around Lincoln AFB. Each complex held one missile, one launch crew, security personnel, support systems, and a hardened launch capability. This forced an adversary to target multiple individual facilities, not just a single airfield.

Atlas F remained a demanding and hazardous weapon. The missile used RP-1 kerosene fuel and liquid oxygen oxidizer. RP-1 could be kept aboard the missile during alert, but liquid oxygen had to be loaded during the launch sequence. In an Atlas F launch, the silo doors opened, the missile was raised by elevator to the surface launch position, liquid oxygen was loaded, and the missile launched from the raised position. Atlas F therefore was not the same kind of instantly firing solid-fueled silo missile that Minuteman later became.

That distinction is especially important for the Cuban Missile Crisis and other alert discussions. When a Lincoln Atlas F site was placed in an operational launch-ready alert posture, that did not mean the missile was continuously raised above the silo or continuously loaded with liquid oxygen. It meant the assigned missile, launch crew, command-and-control links, authentication procedures, power systems, environmental systems, fuel and oxidizer equipment, communications, maintenance posture, and security arrangements were kept ready so the site could proceed through the Atlas F launch sequence as quickly as the weapon system allowed after a valid launch order.

Construction and Activation

The Lincoln Air Force Base Online Museum provides an important site-specific construction note: Site 5 was one of three sites added to the construction contract after the Lincoln missile field was originally expected to have nine missile silos. The museum identifies the added sites as part of the final twelve-site Atlas F field. This is a useful reminder that the Lincoln deployment was not static from the beginning; the field grew into the full Atlas F squadron configuration during the rapid early-1960s ICBM buildup.

The broader 551st SMS history describes the intensity of the Lincoln construction period. The 551st Strategic Missile Squadron was organized on 1961-04-01. Construction work around the field peaked with large work forces operating around the clock, and the history states that the Lincoln Atlas F silos were built between 1959 and 1962. By the time of the Cuban Missile Crisis in October 1962, most of Lincoln's Atlas F missiles were operational, and the squadron was forced into a heightened alert routine.

Site 551-5's assigned missile, 26F / AF tail 549, was accepted on 1961-11-24 and delivered on 1961-11-28. Those dates show that the missile hardware entered the Air Force inventory before the site's fully documented operational period in 1962. As with other Atlas F sites, acceptance and delivery of the missile were only part of the process; the silo, launch-control spaces, propellant equipment, utilities, communications, security arrangements, and trained crew procedures also had to be ready before the launch complex could stand alert.

Missile System and Technical Role

The missile system at Site 551-5 was the SM-65F Atlas. The 551st SMS overview describes Atlas F as a silo-launcher system in which the missile was stored vertically in the silo and raised before launch. It states that the Atlas used RP-1 and liquid oxygen, that RP-1 remained aboard the missile during alert, and that liquid oxygen was loaded before the missile was raised to launch position. The same overview describes the Atlas F as carrying a General Electric Mark IV reentry vehicle with a W-38 nuclear warhead and an approximate 3.8-megaton yield, with an intercontinental range of about 6,000 miles.

Site 551-5's assigned missile was General Dynamics manufacturing number 26F, General Dynamics serial number 60-5549, and Air Force tail number 549. Its destination was Lincoln Air Force Base, and its operational assignment was Site 5 of the 551st Strategic Missile Squadron. The missile was accepted on 1961-11-24 and delivered on 1961-11-28.

Unlike the Site 551-4 missile, which later flew a NAVSTAR/GPS payload, missile 26F did not receive a later space-launch career. It was not launched, it was salvaged as scrap. That makes Site 551-5 useful in a different way: it represents the more common fate of much first-generation ICBM hardware after phaseout. Some Atlas airframes became test or space launch vehicles; others were dismantled or scrapped when the weapon system disappeared from operational service.

The launch complex itself was a manned facility. The crew did not sit at Lincoln AFB waiting to control the missile remotely in the later Minuteman sense. Atlas F crews worked in the underground launch complex, and the Lincoln AFB Online Museum describes a five-person crew structure for Atlas F sites: missile combat crew commander, deputy missile combat crew commander, ballistic missile analysis technician, missile facility technician, and electric power production technician. Surface security personnel protected the site against sabotage, trespass, or attack. Maintenance and support teams linked the site to the wider Lincoln AFB missile-support organization.

Operational History

Site 551-5's active life was brief but intense. The 551st Strategic Missile Squadron operated twelve Atlas F sites from Lincoln AFB during a period when the United States was rapidly building its first hardened ICBM force. The squadron's missile sites were manned continuously during active operations. For the crew at Palmyra, that meant duty inside a hardened underground complex designed to keep a liquid-fueled nuclear missile ready for launch on authenticated command.

The 551st SMS was activated on 1961-04-01. The Lincoln AFB Online Museum states that the squadron was reassigned on 1964-01-01 to the 98th Strategic Aerospace Wing, 818th Strategic Aerospace Division, then reassigned again on 1965-03-25 to the 98th Strategic Aerospace Wing, 810th Strategic Aerospace Division, before inactivation on 1965-06-25. Site 551-5's alert career therefore sits within a very narrow period: construction and activation in the early 1960s, heightened Cold War alert during the Cuban Missile Crisis, and deactivation during the first-generation ICBM phaseout by 1965.

Daily operation required more than waiting for a launch order. Atlas F alert involved maintaining the missile and launch equipment, testing communications, keeping power and environmental systems running, controlling access, performing inspections, protecting the site, and sustaining a trained crew capable of executing the launch sequence under extreme time pressure. The Palmyra site's paved access road, gate, surface hardstands, utility remnants, and overgrown abandoned condition today are the visible remains of what was once a controlled military-industrial installation.

The 1962 Cuban Missile Crisis was the most important operational backdrop for the Lincoln field. The 551st SMS history states that most of Lincoln's Atlas F missiles were operational by the crisis and that squadron members pulled long two-day shifts because of the limited number of crews trained on the system.

By 1964 and 1965, Atlas F was already being overtaken by Minuteman. Minuteman's solid-fueled, launch-from-silo design was faster, safer, easier to maintain, and more survivable. Atlas F had been a necessary first-generation step, but it was too complex and short-lived to remain in the active force once the Minuteman deployment expanded. Site 551-5 was decommissioned with the Lincoln Atlas F phaseout, and its assigned missile did not continue into the space-launch program.

Deactivation and Disposal

Site 551-5 left missile service as part of the rapid phaseout of first-generation Atlas ICBMs. The 551st Strategic Missile Squadron was inactivated later in 1965, after the final Atlas F missiles were removed from operational alert. This distinction matters: the site's decommissioning, the missile's removal from alert, shipment or disposition of missile hardware, and squadron inactivation were related but not identical administrative and physical events.

The assigned missile, 26F / AF tail 549, was not launched after operational service, it was salvaged as scrap. That means the missile's post-alert career ended in disposal rather than in an operational test or space-launch mission.

The former site also appears in environmental and FUDS records. The U.S. Army Corps of Engineers FUDS Inventory for Nebraska lists LINCOLN AFB AF FAC S-5 at Palmyra in Otoe County, FUDS property number B07NE0590, site number 02, category CON/HTRW. The GAO's FUDS cleanup-project table lists LINCOLN AFB AF FAC S-5, B07NE0590, Otoe County, project 02, CON/HTRW, with remedy status Complete-RA-C, a start date of 1994, completion date of 1996, and remedy type WDT. The GAO's separate property table identifies the same property as eligible with hazards and one eligible project. ProPublica's "Bombs in Your Backyard" table likewise lists LINCOLN AFB AF FAC S-5 at Palmyra, Otoe County, with response status "Response Complete."

Current Status and Site Use

Atlas F Site 551-5 is inactive, decommissioned, abandoned, and not open to the public. The best current description from public sources is an abandoned former Atlas F launch complex on private rural property near Palmyra, Nebraska.

The Lincoln Air Force Base Online Museum describes the site today as abandoned and shows the paved access road, gate, and concrete remains. It also notes that the road to the silo was paved because of the missile's fragility and the weight of its transport equipment.

Public access should be treated as prohibited unless lawful permission is obtained from the owner. The former launch complex is not a museum site and should not be entered casually. Even where surface remains are visible from public roads or imagery, the underground silo and associated structures can be dangerous.
